简要规格描述或项目基本概况介绍、用途：中国（上海）自由贸易试验区管理委员会保税区管理局机房安全设备长期以来保持着稳定运行，为所有涉及内的服务器和项目系统提供过滤、检测、VPN接入等功能，为各业务系统提供安全的运行环境。为保障设备正常运行，本项目通过公开招标的方式拟选取一名合格的供应商对相关软硬件进行维保。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: The security equipment in the computer room of the Free Trade Zone Administration Bureau of China (Shanghai) Pilot Free Trade Zone Management Committee has maintained stable operation for a long time, providing filtering, detection, VPN access and other functions for all involved servers and project systems, and providing a safe operating environment for all business systems. In order to ensure the normal operation of the equipment, this project plans to select a qualified supplier to maintain the related software and hardware through public bidding. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：自2026年7月1日起1年。

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。
