简要规则描述：为持续深化提升精细化治理水平，切实激活居民自治内生动力，高效精准对接辖区居民日常办事、文化活动、便民服务等多元化、个性化需求，丰富居民精神文化生活、增进邻里交流互动，补齐服务阵地硬件设施短板，进一步提升居民的获得感、幸福感和归属感，现拟对华兰雅苑小区(营洪路486弄26号)部分房屋实施装修工程，产证面积合计837.59平方米。（具体数量及要求详见工程量清单）

Brief Specification Description: To further refine and upgrade the refined governance capacity, fully mobilize residents' initiative for self-governance, and efficiently and accurately meet residents' diverse and personalized needs in daily service handling, cultural activities and convenient services within the community, enrich residents' cultural and spiritual life, strengthen neighborhood communication and interaction, remedy the deficiencies in hardware facilities of service venues, and continuously enhance residents' sense of gain, happiness and belonging, we plan to carry out renovation works on certain premises in Hualan Yayuan Community (No. 26, Lane 486, Yinghong Road). The total registered property area is 837.59 square meters. (For detailed quantities and requirements, please refer to the Bill of Quantities.)

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小微企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（本项目属于建筑业）（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) This project is exclusively procured from micro, small and medium-sized enterprises. No price discount will be applied to products provided by such enterprises during evaluation.

(2) Support shall be offered to prison enterprises and welfare institutions for the disabled, which shall be treated as micro and small enterprises.

(3) Priority procurement policy for energy-saving and environmental-friendly products: Under the same technical, service and other indicators, products listed in the catalogues of energy-saving and environmental-friendly products issued in Caiku〔2019〕No.18 and Caiku〔2019〕No.19 of the Ministry of Finance shall be purchased on a priority basis. Products marked with "★" in the catalogue of energy-saving products shall be subject to mandatory procurement.

(4) Domestic products procurement policy: Imported products are not acceptable for this project.

(c)本项目的特定资格要求： 3、持有有效的营业执照和安全生产许可证；4、具备中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；5、拟派项目经理具有建筑工程专业贰级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。

(c)Specific qualification requirements for this program: 3.Possess a valid business license and work safety permit.

4.Hold Class III or higher qualification for General Contracting of Construction Projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.

5.The proposed project manager shall hold a Class II or higher Registered Constructor Qualification in Construction Engineering, together with a valid work safety assessment certificate. He/She shall not serve as the project manager of any other ongoing construction project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

本项目竞争性磋商相关活动在上海市政府采购信息管理平台(网址:)电子招投标系统进行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。磋商供应商应在投标截止时间前尽早加密上传响中的应文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，以免因临近投标截止时间上传造成无法在开标前完成签收的情形，未签收的响应文件视为投标未完成。

All activities pertaining to the competitive negotiation of this project shall be conducted via the electronic bidding system of the Shanghai Government Procurement Information Management Platform (Website: ).
