2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小微企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（本项目属于建筑业）（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) This project is exclusively for procurement by small, medium and micro enterprises. During evaluation, no price discount shall be applied to products supplied by small and medium-sized enterprises.
(2) Prison enterprises and welfare entities for the disabled shall be supported and treated as micro and small enterprises. (This project falls under the construction industry.)
(3) Policy on priority procurement of energy-saving and environmentally friendly products: Suppliers shall provide valid certification certificates issued by state-designated certification bodies to qualify for the priority or mandatory procurement policies.
(4) Domestic goods procurement policy: Imported products are not acceptable for this project.
(c)本项目的特定资格要求： 3、持有有效的营业执照和安全生产许可证；4、具备中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；5、拟派项目经理具有建筑工程专业 贰 级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
(c)Specific qualification requirements for this program: Possess a valid business license and work safety production permit;
Hold Grade 3 or higher general contracting qualification for construction works issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China;
The proposed project manager shall have Class II or higher registered construction engineer qualification in the construction engineering specialty, hold a valid work safety assessment qualification certificate, and shall not serve as the project manager of any other ongoing construction project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
