Brief Specification Description: Project Overview:The main contents of this project include, but are not limited to, the following: white-to-black pavement conversion (i.e., concrete-to-asphalt overlay) and major/medium-scale road repairs within the village; bridge renovation; installation of road safety guardrails; renovation of public restrooms; reconstruction of bus shelters; relocation of utility poles; maintenance of miscellaneous facilities at the village activity center; site resurfacing; wall whitening; and consolidation and upgrading of the "Three Small Gardens" (i.e., small vegetable gardens, small orchards, and small flower gardens) as part of the Beautiful Courtyard initiative.Project Location: Gaoqiao Village Construction Period: 90 calendar days Quality Standard: 100% first-time acceptance pass rate.

2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。根据财库[2020]46号文，本项目专门面向中小企业。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement the policy functions of government procurement, including the encouragement and support for energy-saving products, environmentally certified products, as well as support for small and medium-sized enterprises (SMEs), welfare units for persons with disabilities, and other such entities. In accordance with Document Caiku [2020] No. 46, this project is exclusively reserved for small and medium-sized enterprises.
(c)本项目的特定资格要求： 1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
1)供应商须持有效营业执照等具有承担相应民事责任的能力的法人或其他组织；
2)具备建设部颁发的市政公用工程施工总承包三级及以上资质，且具备有效的安全生产许可证；
3)本项目拟派项目经理须具备市政公用工程专业贰级（及以上）注册建造师执业资格，具备有效的安全生产考核合格证书，且不得担任其他在建建设工程项目的项目经理；
4)供应商市政公用工程专业注册建造师数量不得低于现行最低资质对建造师数量要求。（本项目要求：市政公用工程专业注册建造师不少于5人，以该企业在本市备案的数量为准）；
5)本项目不接受联合体投标；
6)根据财库[2020]46号文，本项目专门面向中小企业。
