Brief Specification Description: The implementation sites for this project are Mianqing Village, Renan Village, Shimen Village, and Xinmiao Village in Kangqiao Town, involving six irrigation districts: Renan Village Irrigation District No. 1, Renan Village Irrigation District No. 2, Renan Village Irrigation District No. 3, Renan Village Irrigation District No. 4, Xinmiao Village Irrigation District No. 1, and Xinmiao Village Irrigation District No. 2. The farmland construction area totals 540.3 acres, including 531.2 acres of newly developed farmland (394.7 acres of permanent cropland) and 9.1 acres of upgraded farmland. The main construction components include land leveling, irrigation projects, drainage projects, and road projects. 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

（6）业绩要求：无；
（7）其他要求：无。
(c)Specific qualification requirements for this program: (3) Having a third level or higher qualification for general contracting of water conservancy and hydropower engineering construction; (4) Having a valid safety production license; (5) The proposed project leader shall have a registered construction engineer qualification of Level 2 or above in the field of water conservancy and hydropower engineering, a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects; (6) Performance requirements: none; (7) Other requirements: None.
