Brief specification description or basic overview of the project: Procure 11 10-meter petrol-electric hybrid buses. No import demonstration has been conducted for the products of this project; fully imported products will not be accepted. Subcontracting and transfer of the project are prohibited.

合同履约期限：自合同签订之日起至2026年10月31日前完成车辆交付，通过招标人验收，并协助招标人完成车辆上牌

The Contract Period: Complete vehicle delivery, pass the acceptance inspection by the tenderer, and assist the tenderer in completing vehicle registration from the date of contract signing to October 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement relevant national policies such as mandatory government procurement of energy-saving products, encouragement of environmental protection products, support for welfare enterprises for the disabled, support for small, medium and micro enterprises, support for prison and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restriction on the procurement of imported products.

(c)本项目的特定资格要求： 3、具有独立承担民事责任的能力及相应的履约能力；

4、本项目非仅面向中小企业采购；

5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；

6、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

7、本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 3. Possess the ability to independently bear civil liabilities and corresponding performance capabilities; 4. This project is not exclusively procured for small and medium-sized enterprises; 5. Different suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification formulation, project management, testing or other services for the procurement project shall not participate in other procurement activities of the same procurement project; 6. Suppliers that meet the provisions of Article 17 of the "Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules to Promote the Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project; 7. Consortium bids are not accepted for this tender, and co

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
