简要规格描述或项目基本概况介绍、用途： 本项目实现对浦东分局下辖各级机房的运维。分局机房总计包括1个中心机房、10个分控机房、237个派出所机房，各级机房承载了上级、下级各类数据交互、传输、存储，良好的机房运维可以为公安工作提供有效、及时的服务保障（具体要求详见招标文件第三章）。
Brief specification description or basic overview of the project: This project covers the operation and maintenance of all computer rooms under the Pudong Sub-bureau. The computer rooms of the Sub-bureau consist of 1 central computer room, 10 sub-control computer rooms and 237 police station computer rooms. These multi-level computer rooms undertake data exchange, transmission and storage between superior and subordinate departments. Sound operation and maintenance of computer rooms can deliver effective and timely support for public security work（ For detailed requirements, refer to Chapter 3 of the tender documents）.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求： 3、本项目仅面向中小企业（含中型、小型、微型企业）采购；
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
6、本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (iii)This project is only for procurement from small and medium-sized enterprises (including medium-sized, small, and micro enterprises).
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
