Brief Specification Description: To accelerate the development of the bonded zone and the international cooperation zone, strengthen innovation and reform in talent management, and optimize the regional talent service environment, achieve the regional goal of handling human resources public service matters, affairs, and issues within the zone, and to implement the human resources public service platform service project through government procurement of services to assist in handling human resources-related businesses, to provide nearby and convenient auxiliary service guarantees for regional enterprises and talents, to effectively improve the efficiency of regional human resources public services, and to maintain a good development environment for the bonded zone.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）本项目专门面向中小型企业采购，执行《<政府采购促进中小企业发展管理办法>的通知》（财库〔2020〕46号）、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库(2022] 19号。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业

(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically oriented towards procurement by small and medium-sized enterprises, implementing the "Notice on the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Support for Small and Medium-sized Enterprises in Government Procurement" Caiku [2022] No. 19. (2) Support prison enterprises and welfare units for persons with disabilities, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。

（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项目下的政府采购活动。

（3）本项目专门面向中小型企业。

（4）本项目不接受联合体形式投标。

(c)Specific qualification requirements for this program: (1) Not listed as a dishonest judgment debtor, a party to a major tax violation case, or a record of serious illegal and dishonest behavior in government procurement on "Credit China" () and the China Government Procurement Network (). (2) Different suppliers whose persons in charge are the same, or who have a direct holding or management relationship, shall not participate in government procurement activities under the same contract project. (3) This project is specifically oriented towards small and medium-sized enterprises. (4) This project does not accept bids in the form of a consortium.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

1.根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。

2、供应商的投标响应活动应当符合有关文件规定、符合上海市政府采购云平台的设置要求，如因供应商自身原因导致投标失败，由供应商自行承担相应责任与损失，采购人及招标代理机构不对此负责。

According to the regulations of the Shanghai Municipal Finance Bureau, the bidding activities related to this project shall be conducted through the electronic bidding system the Shanghai Municipal Government Procurement Cloud Platform (URL: ). Bidders shall execute the bidding in accordance with the "Inter Measures for the Administration of Electronic Government Procurement in Shanghai" and other relevant regulations and requirements. Bidders may refer to the relevant columns and operational requirements on the Government Procurement Cloud Platform guidance on the relevant operations. Bidders should encrypt and upload their bidding documents as early as possible before the bidding deadline, notify the project manager by phone for signing and receipt, and promptly the signing status on the Government Procurement Cloud Platform and print the signing receipt, so as to avoid the situation where signing cannot be completed before the bid opening due to uploading
