简要规则描述： 为配合沪通铁路二期（浦东段）配套曹路镇东横圩（七甲港-锦绣东路）等河道建设工程，现拟对影响施工的现状10kV电力管线进行搬迁。本项目主要建设内容包括10kV架空线路及附属设施等的拆除以及10kV电缆敷设和10kV排管和路面修复等。（具体数量及要求详见工程量清单及图纸）
Brief Specification Description: To facilitate the construction of the Cailu Town Donghengwei (Qijia Port-Jinxiu East Road) river channel project as part of the Shanghai-Tongling Railway Phase II (Pudong Section), it is proposed to relocate the existing 10kV power lines affecting the construction. The main construction tasks include the dismantling of 10kV overhead lines and ancillary facilities, as well as the laying of 10kV cables, 10kV pipe trenches, and road surface restoration. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)

2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

4.具有安全生产许可证（有效期内）；
5.拟派项目负责人具有机电安装工程专业二级及其以上注册建造师执业资格和有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6.业绩要求：无；

(c)Specific qualification requirements for this program: 3. Possess a third level or higher qualification for general contracting of power engineering construction, and also hold a third level or higher (including third level) license for installation, repair, and testing of power facilities issued by the National Energy Administration Regulatory Bureau (or the National Electric Power Regulatory Commission); 4. Possess a valid safety production license; 5. The proposed project leader shall have a second level or above registered construction engineer qualification in mechanical and electrical installation engineering and a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects; 6. Performance requirements: None; 7. Other requirements: None.
