简要规格描述或项目基本概况介绍、用途：根据浦东新区教育局协调会精神，康桥镇外环线以北、康杉路以东区域的小学生源到御桥小学高青校区就读，并通过校车接送方式解决入学问题。本项目拟通过公开招标的方式选择一家合格的供应商提供2026学年御桥小学高青校区校车租赁服务，校车需求数量为26辆。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project: According to the spirit of the Coordination Meeting of Education Bureau of Pudong New Area, primary school students in the area north of Kangqiao Town Outer Ring Road and east of Kangshan Road go to Gaoqing Campus of Yuqiao Primary School to study, and solve the enrollment problem through school bus transfer. This project intends to select a qualified supplier to provide school bus rental service in Gaoqing Campus of Yuqiao Primary School in 2026 through public bidding, and the number of school buses required is 26. (See Chapter III Service Requirements for details)

合同履约期限： 2026年9月1日至2027年8月31日。

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially for purchasing small and medium-sized enterprises, and small and medium-sized enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）本项目不允许转包。

（4）具有有效期内的项目所在地交通运输主管部门颁发的《道路运输经营许可证》（经营范围包括包车客运）

(c)Specific qualification requirements for this program: (3) Subcontracting is not allowed for this project. (4) It has the Road Transport Business License issued by the transportation department where the project is located within the validity period (the business scope includes chartered passenger transport).

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
