简要规则描述：项目位于浦东新区高桥镇，由于毛家浜、凌桥港等河道拓宽与新建，现有四处通信架空线路影响河道施工，现计划将影响河道施工的通信管线整体搬迁。主要包括地下定向钻孔敷管、拆除工程、敷设管道光缆、光缆接续等。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: The project is located in Gaoqiao Town, Pudong New Area. Due to the widening and construction of rivers such as Maojiabang River and Lingqiao Port, the existing four overhead communication lines have affected the river construction. Now, it is planned to relocate the communication pipelines that are affecting the river construction as a whole. This mainly includes underground directional drilling for pipe laying, demolition works, laying of pipeline optical cables, and optical cable connection, etc. (The specific quantities and requirements can be found in the bill of quantities/ drawings.)

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(c)Specific qualification requirements for this program: 1. Possessing the qualification of Class III or above for general contracting of communication engineering construction;

2. Having a safety production license (valid within the validity period);

3. The project leader to be dispatched should have the professional qualification of first-level registered construction engineer in communication and broadcasting engineering, possess a valid safety production assessment certificate, and not be serving as the project leader of any other ongoing construction projects;

4. Performance requirements: None;
