简要规则描述：规模：本项目位于上海市临港新片区书院社区I05A-04地块，东至I05A-05地块、南至I05A-06地块公共绿地、西至芗山街、北至I05A-03地块公共绿地。本工程拟新建一所24班初中，学生人数1080人，教职工102人。本项目拟新建总建筑面积24015.00平方米，其中地上建筑面积18363.00平方米，地下建筑面积5652.00平方米。

项目建设内容包括：2栋5层教学楼、1栋5层专业教学楼、1栋2层体育馆/食堂、1栋垃圾房、地下1层车库和设备用房并结建一等人员掩蔽部兼街镇指挥所、室外活动场地等。建筑密度约31.0%，绿地率约35.3%，容积率约0.85。同步实施电气、给排水、景观绿化、场内道路及其他附属工程等(以上面积均以最终方案批复为准)。

总投资及资金来源：本项目总投资估算33348.96万元，其中工程费为21233.54万元，工程建设其他费用1957.63万元，工程预备费1855.29万元，土地前期费8302.50万元（其中土地费926.50万元，居民动迁安置补偿5940万元）。土地前期费由浦东新区财力安排，其余资金由管委会建设财力统筹安排。

Brief Specification Description: The project is located on Plot I05A‑04, Shuyuan Community, Lingang Special Area, Shanghai, bounded by Plot I05A‑05 to the east, public green space of Plot I05A‑06 to the south, Xiangshan Street to the west and public green space of Plot I05A‑03 to the north. A new junior high school with 24 classes is planned to be built, accommodating 1,080 students and 102 faculty members. The planned total construction area of the project is 24,015.00 square meters, including 18,363.00 square meters above ground and 5,652.00 square meters underground.

The construction contents include two five‑story teaching buildings, one five‑story specialized teaching building, one two‑story gymnasium/canteen building, one garbage house, a one‑story underground garage and equipment rooms constructed together with a Class‑I personnel shelter serving concurrently as a sub‑district and town command post, as well as outdoor activity venues and so on. The building density is approximately 31.0%, the green spa

合同履约期限：从服务合同签订后至成交供应商完成本项目约定的工作范围内所有财务监理工作内容并通过政府审计及竣工财务决算后结束。

The Contract Period: The service period commences upon the signing of the service contract and terminates when the winning supplier completes all financial supervision work within the agreed scope of the project and passes government audit as well as the final financial settlement upon project completion.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、监狱企业、福利企业发展等相关政策。本项目专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》。（若供应商未主动提供相关证明材料则视为不适用以上政策。）

(b)Qualification requirements to be met to implement government procurement policies: This project implements relevant government procurement policies to support the development of small and medium-sized enterprises, prison enterprises and welfare enterprises. The project is exclusively procured for small and medium-sized enterprises. Small and medium-sized enterprises shall submit the Statement of Small and Medium-sized Enterprises in accordance with relevant provisions. If a supplier fails to voluntarily provide relevant supporting documents, it shall be deemed ineligible to enjoy the aforesaid policies.

(c)本项目的特定资格要求：（1）供应商应配备从事工程概算、预（结）算、竣工财务决算审查工作的专业技术人员和具有注册会计师执业资格的财务人员；注册会计师执业资格人员允许外聘或与有资质的会计师事务所组成联合体；外聘注册会计师执业资格人员的，该人员不得再作为参加本项目采购活动的其他供应商的项目组成员。

（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动（联合体响应除外）；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

（3）根据《关于加强财政性基本建设项目财务监理工作的指导意见》(沪财建〔2008〕8号)的规定，与项目单位的设计、招标代理、代建、监理单位等有关联关系的机构应当回避，不可参与本项目采购活动。

（4）法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

(c)Specific qualification requirements for this program: 1. The supplier shall assign professional technicians engaged in engineering budget estimate, budget and settlement review, and completion financial final account review, as well as financial personnel holding Certified Public Accountant practicing qualifications. Certified Public Accountants may be externally employed or form a consortium with qualified accounting firms. For externally employed Certified Public Accountants, such personnel shall not serve as project team members of any other suppliers participating in the procurement of this project.

2. Different suppliers whose legal representatives are the same person or who have direct shareholding or management relationship shall not participate in the government procurement activities under the same contract (consortium responses excluded). Suppliers that provide overall design, specification formulation, project management, supervision, inspection and other services for the procurement project shall not participate in

本项目的特定资格要求：

（5）存在《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定情形的供应商，不得参加本项目的采购活动。

（6）本项目接受联合体响应，联合体应满足以下要求：

1）参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与本项目必须提供总所的授权委托书和《会计师事务所（分所）执业证书》，总所与分所不能同时参与本次采购活动；

2）参加联合体的供应商均应当符合采购文件规定的合格供应商的条件，并应当向采购人提交联合体协议，联合体各方必须指定牵头人，授权其代表所有联合体成员负责参加采购活动和合同实施阶段的主办、协调工作；

3）联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；

4）组成联合体的供应商不得多于两家；

5）联合体应当以造价咨询单位为牵头人，并使用牵头人数字证书（CA证书）参加采购活动。

（7）本项目不允许转包。

(5) Suppliers falling under the circumstances specified in Article 17 of the *Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules and Promoting Government Procurement Reform in Pilot Areas* (Hu Cai Cai〔2024〕No.12) are prohibited from participating in the procurement activities of this project.

1. Accounting firms joining the consortium shall hold the *Accounting Firm Practice Certificate*. If a branch office participates in this project, it must submit a power of attorney issued by the head office as well as the *Practice Certificate for Branch Offices of Accounting Firms*; the head office and its branch office shall not participate in this procurement simultaneously.
