简要规格描述或项目基本概况介绍、用途：为提升三林镇社会治安水平，维护社会秩序，本项目拟通过公开招标方式选择一位合格的投标人协助开展三林行政区域办公场所正常工作秩序的常态化维护，配合落实大型活动安全保障，承担镇域内（楔形绿地区域除外）辅助巡查、整治、临时性专项任务，紧急情况处置等其他工作。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: In order to improve the social security level and maintain social order in Sanlin Town, this project intends to select a qualified bidder to assist in the normalization maintenance of the normal working order of the office space in Sanlin administrative area through public bidding, cooperate with the implementation of the safety guarantee for large-scale activities, and undertake other work such as auxiliary inspections, rectification, temporary special tasks and emergency handling within the town (except wedge-shaped green areas). (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：服务期限12个月，具体以合同签订日期为准。

The Contract Period: The service period is 12 months, depending on the date of signing the contract.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially for purchasing small and medium-sized enterprises, and small and medium-sized enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）具有省、自治区、直辖市公安局颁发的《保安服务许可证》；

（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) Having a Security Service License issued by the Public Security Bureau of a province, autonomous region or municipality directly under the Central Government; (4) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
