简要规格描述或项目基本概况介绍、用途： 对北蔡镇范围32座集镇公共厕所（其中3座24小时开放，7座最美公厕）进行专业养护作业，公厕设专人进行全天候清扫保洁，确保公厕各类设施完好，随坏随修。着力提升公厕品质和服务水平。
Brief specification description or basic overview of the project: Professional maintenance work is carried out on 32 public toilets in the Beicai Town area (including 3 24-hour open toilets and 7 'Most Beautiful Toilets'). Dedicated personnel are assigned to clean and maintain these toilets throughout the day to ensure all facilities remain in good condition and any damage is repaired promptly. Efforts are focused on improving the quality and service level of the public toilets.
合同履约期限： 一年，即2026.10.1-2027.9.30。
The Contract Period: One year, i.e., from October 1, 2026, to September 30, 2027.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
(c)本项目的特定资格要求： 本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。
(c)Specific qualification requirements for this program: This project is specifically aimed at procurement by small and medium-sized enterprises. (Disability welfare units and prison enterprises are deemed as small or micro-enterprises.) If the bidder is a small and medium-sized enterprise and meets the conditions stipulated in the "Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), they must provide the "Declaration of Small and Medium-Sized Enterprise".
