2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目不是专门面向中小企业采购，评审时小型和微型企业享受3%的价格折扣。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implementing measures for reserved shares to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs: This project is not specifically reserved for SME procurement. During evaluation, small and micro enterprises shall enjoy a 3% price deduction.
(2) Supporting prison enterprises and welfare units for persons with disabilities, which shall be treated as small and micro enterprises.
(3) Policy on priority procurement of energy-saving and environmentally friendly products: Under equal conditions in technology, service and other indicators, products listed in the catalogues of energy-saving and environmentally friendly products promulgated under MOF Cai Ku [2019] No. 18 and MOF Cai Ku [2019] No. 19 shall be subject to priority procurement; products marked with "★" in the energy-saving product catalogue shall be subject to mandatory procurement. Suppliers must provide valid certification certificates issued by nationa
(c)本项目的特定资格要求： 1)供应商应具备以下施工资质：中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；
2)具有安全生产许可证（有效期内）；
3)拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4)业绩要求：无；
5)其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。
6)本项目不允许转包。
(c)Specific qualification requirements for this program: 1) Construction Qualification: The supplier shall possess a Grade 3 or above General Construction Contracting Qualification for Building Works issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (MOHURD).
2) Work Safety License: Possess a valid Work Safety Production License (within its validity period).
3) Project Manager: The proposed project manager shall hold the practicing qualification of Grade 2 or above Registered Constructor (Mechanical and Electrical Engineering), possess a valid Work Safety Assessment Qualification Certificate, and shall not be serving as the project manager of any other construction project currently under construction.
4) Performance Requirement: None.
5) Other Requirements: Entities that are within the period of being prohibited from participating in government procurement activities by government administrative authorities shall not participate in the competition.
6) Subcontracting: Subcontracting is not permit
