Brief Specification Description: The construction scope covers the sidewalks on both sides of Nangang Highway, starting from Zhonggang Bridge to approximately 200 meters west of Gangxi Bridge. 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。

2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。

3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。

4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。

(b)Qualification requirements to be met to implement government procurement policies: 1. Mandatory Procurement Policy for Energy‑Saving Products: Mandatorily procure the items marked with "★" in the national published energy‑saving product list.

2. Energy‑Saving Incentive Policy: Give priority to products included in the national published energy‑saving product list under equal conditions of technical, service and other indicators.

3. Environmental Protection Incentive Policy: Give priority to products from the national published environmental‑friendly product list under equal conditions of performance, technical, service and other indicators.

4. Implement reserved‑quota measures to increase the share of small‑ and medium‑sized enterprises (SMEs) in government procurement and support the development of SMEs: This project is exclusively procured for SMEs. No price discount preference shall be applied to products supplied by SMEs during the evaluation process.

(c)本项目的特定资格要求：（1）满足《中华人民共和国政府采购法》第二十二条的规定；

（2）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以提交响应文件截止之日前三年内的信用记录为准］。

（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；

（4）具有市政公用工程施工总承包资质三级及其以上资质；

（5）安全生产许可证（有效期内）；

（6）投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；

（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;

(2) Not be included in the lists of dishonest persons subject to enforcement, parties involved in major tax‑related illegal cases, and records of serious illegal‑dishonest acts in government procurement on "Credit China" ([]()) and China Government Procurement Network ([]()) [based on the credit records within three years prior to the deadline for submission of response documents];

(3) Shall be a legal person or unincorporated organization legally established within the territory of China (Branches are not accepted to participate in the bidding activities in their own name for this project);

(4) Possess Grade‑3 or above General Contracting Qualification for Municipal Public Works Construction;

(5) Possess a valid Work Safety License;

(6) The project manager proposed by the bidder shall

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。

In accordance with the provisions of the Shanghai Municipal Finance Bureau, all bidding‑related activities of this project shall be conducted via the e‑bidding system of the Shanghai Government Procurement Cloud Platform (URL: []()).
