2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本项目执行政府采购促进中小企业、节能政策、福利企业发展的相关政策。根据财政部财库（2020）46号文，本项目专门面向中小企业。
(b)Qualification requirements to be met to implement government procurement policies: This project implements relevant government procurement policies designed to promote the development of small and medium-sized enterprises (SMEs), energy conservation, and enterprises providing social welfare services. In accordance with Ministry of Finance Document No. 46 (2020), this project is specifically intended for small and medium-sized enterprises.
(c)本项目的特定资格要求： 1)具有市政公用工程施工总承包三级及以上资质；
2)具有有效的安全生产许可证；
3)拟派项目负责人：需具备市政公用工程专业二级（及以上）注册建造师执业资格，具有有效的《安全生产考核合格证书》（B证）。该项目负责人以在上海市住房和城乡建设管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在磋商响应文件递交时不得调整，不得有在建项目。响应文件中需提交响应截止日前3个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过上海市建设市场信息服务平台/查询、截图）。
4）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
(c)Specific qualification requirements for this program: 1）Holds a Grade 3 or higher General Contracting Qualification for Municipal Public Works Construction；2）Holds a valid work safety permit；3）Proposed Project Manager: Must hold a Level 2 (or higher) registered constructor qualification in the field of municipal public works and possess a valid “Work Safety Assessment Certificate” (Type B)；4）Different bidders that share the same legal representative or have a direct controlling or managerial relationship may not participate in government procurement activities under the same contract; suppliers that have provided overall design, specification preparation, project management, supervision, testing, or other similar services for a procurement project may not participate in any other procurement activities related to that project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
