Brief specification description or basic overview of the project: The scope of the Lingang New Area Shengang Colourful Forest (Phase I) project extends north to the south bank of Jianggang, south to the north bank of Luchao River, west to the east side of Lianggang Avenue, and east to the west bank of Renmin Tang Suitang River. The content of this bidding is to relocate the communication pipelines involved in the project.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies to encourage and support energy-saving products, environmental certification products, as well as support small and medium-sized enterprises, welfare units for people with disabilities, etc.

(c)本项目的特定资格要求： 1）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

2）根据《上海市政府采购供应商登记及诚信管理办法》已登记入库并成为会员的供应商（网址：）；

3）具有通信工程施工总承包三级及以上资质；

4）具有有效的安全生产许可证；

5）本项目专门面向中小企业采购。

6）本项目不接受联合体投标。

(c)Specific qualification requirements for this program: 1) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); 2) According to the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures", suppliers who have been registered and become members (website: ）； 3) Having a third level or higher qualification for general contracting of communication engineering construction; 4) Having a valid safety production license; 5) This project is specifically aimed at procurement for small and medium-sized enterprises. 6) This project does not accept consortium bidding.
