（1）本镇60周岁-89周岁的户籍老年人，即1935年10月1日（含）至1965年9月30日前出生的老年人。慰问标准：发放标准为160元/人的慰问品。
（2）本镇90周岁及以上的户籍老年人，即1935年9月30日（含）前出生的老年人。慰问标准：发放标准为360元/人的慰问品。
Brief specification description or basic overview of the project: Cool gift package in summer (1) The elderly with household registration aged 60-89 in the town, that is, those born between October 1, 1935 and September 30, 1965. Condolences standard: The standard for distribution is 160 yuan/person. (2) Elderly people aged 90 and above in the town, that is, those born before September 30, 1935 (inclusive). 二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（不是）专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目（不接受）进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1. Welfare units for the disabled: regarded as small and micro enterprises, and enjoy government procurement policies that promote the development of small and medium-sized enterprises, such as price deduction in the review. Where welfare units for persons with disabilities belong to small or micro enterprises, they are not to enjoy the policy repeatedly. 2. Small and medium-sized enterprises: 1) If small and medium-sized enterprises participate in the procurement activities of this project, they shall provide the "Declaration Letter for Small and Medium-sized Enterprises" stipulated in the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46); 2) For projects that are not specifically for small and medium-sized enterprises, in accordance with the provisions of the Notice of the Ministry of Finance on Further Strengthening Government Procurement to Support Small and Medium-sized Enterprises (C
(c)本项目的特定资格要求： （1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织；
（4）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (i) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China
(ii) They have not been included in the list of judgment defaulters, parties to major tax violation cases, or the list of records of serious illegal and untrustworthy acts in government procurement by "Credit China" () or the Chinese government procurement website ().
3. The bidder must be an enterprise or an unincorporated organization with independent legal personality. 4. The bidder has no negative records, bad social reports and legal disputes in similar projects in the past. 5. They have not been included in the list of judgment defaulters, parties to major tax violation cases, or the list of records of serious illegal and untrustworthy conduct in government procurement by "Credit China" () or the Chinese government procurement network ().
