简要规则描述：本项目拟通过竞争性磋商的方式选择一家合格的供应商，全面加强上钢新村街道安全生产、消防安全管理工作，提升安全管理工作水平。具体实施内容：根据辖区企业类型及相关职能部门制定的执法工作检查计划，配备相应专业的检查人员，明确检查频次，配合采购人开展实地安全检查；定期将检查情况汇总上报采购人；检查过程保留文字、影像等资料以备采购人对检查完成工作的抽查；每半年对被查单位检查情况进行汇总分析，撰写检查分析报告；年度检查结束后撰写风险评估报告等。（具体详见第三章采购需求书）

Brief Specification Description: This project intends to select a qualified supplier through competitive consultation to comprehensively enhance the safety production and fire safety management work in Shanggang Xincun Sub-district and improve the level of safety management. The specific implementation content: According to the types of enterprises in the jurisdiction and the law enforcement work inspection plans formulated by relevant functional departments, corresponding professional inspection personnel will be assigned, the inspection frequency will be clearly defined, and cooperation with the purchaser to carry out on-site safety inspections will be provided. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

合同履约期限： 2025年9月至2026年8月。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求： 1、未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

2、须系我国境内依法设立的法人或非法人组织；

3、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China () and China Government Procurement Network (); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
