简要规则描述：为严格落实“谋划、规划、设计、建设”的工作要求，立足彰显乡村经济、生态、社会、文化“四个价值”，树立“村庄经营”理念，统筹谋划示范村功能定位和发展方向，拟聘请具备相关设计资质的、具有乡村设计工作经验的单位开展相关工作，形成村庄设计成果。

Brief Specification Description: In order to strictly implement the work requirements of "planning, programming, design, and construction", based on highlighting the "four values" of rural economy, ecology, society, and culture, establish the concept of "village management", and coordinate the functional positioning and development direction of demonstration villages, it is proposed to hire units with relevant design qualifications and rural design work experience to carry out relevant work and form village design results.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）本项目面向大、中、小、微型企业，对于小型、微型企业，按照《政府采购促进中小企业发展管理办法》（财库【2020】 46 号）和《关于进一步加大政府采购支持中小企业力度的通知》（财库【2022】19 号）规定，其报价给予 10%的扣除。（2）扶持残疾人福利性单位，并将其视同小微型企业

(b)Qualification requirements to be met to implement government procurement policies: (1) This project is aimed at large, medium, small, and micro enterprises. For small and micro enterprises, according to the "Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises" (Caiku [2020] No. 46) and the "Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises" (Caiku [2022] No. 19), a 10% deduction will be given from their quotations. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises

(c)本项目的特定资格要求： 3、须系我国境内依法设立的法人或非法人组织，具有与委托业务相关的履约能力；4、本项目不接受组成联合体；5、法定代表人或企业负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段磋商；6、具备城乡规划编制资质证书乙级及其以上。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or unincorporated organization established within the territory of China in accordance with the law, and have the ability to perform the entrusted business; 4. This project does not accept the formation of a consortium; 5. The legal representative or enterprise leader of the same person or different suppliers with controlling or management relationships shall not participate in the negotiation of the same section; 6. Having a qualification certificate of Grade B or above for urban and rural planning compilation.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
