简要规格描述或项目基本概况介绍、用途：本项目拟通过公开采购的方式，选取一家合格的供应商为辖区范围内7个社区微型消防站点位提供消防专职安全管理服务，按照“有站点、有人员、有器材、有战斗力”标准建设，达到“1分钟快速响应、3分钟到场扑救、后续协同消防处置”的要求。具体内容及要求详见招标文件第三章—服务需求书。

Brief specification description or basic overview of the project: This project intends to select a qualified supplier to provide full-time fire safety management services for seven community micro-fire stations within the jurisdiction through public procurement, and build according to the standard of "having stations, personnel, equipment and fighting capacity" to meet the requirements of "quick response in 1 minute, fighting on the scene in 3 minutes and subsequent coordinated fire disposal". Please refer to Chapter III-Service Requirements for specific contents and requirements.

合同履约期限：本项目最高限价所涵盖的服务期限为2025年10月09日起至2026年10月08日止。

The Contract Period: The service period covered by the maximum price of this project is from October 9, 2025 to October 8, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求： 3、须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；

4、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal person or an unincorporated organization established in China according to law (the (unacceptable) branch of this project participates in procurement activities in its own name); 4. Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
