简要规格描述或项目基本概况介绍、用途：本项目主要内容为桥梁、接坡及其附属设施等的日常维修、巡视及保洁等养护工作。本包件共有桥梁161座，其中北蔡11座、三林7座、张江9座；唐镇20座，曹路镇29座，合庆镇14座；高东镇11座，高行镇1座、高桥镇2座，金桥镇14座；川沙镇43座。主要养护设施量：桥梁53655平方米，接坡110944平方米，接坡栏杆16273.12米，接坡挡墙13497.82米，桥梁吨位牌320套等。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project: The main content of this project is the daily maintenance, inspection, and cleaning of bridges, slopes, and their ancillary facilities. There are a total of 161 bridges in this package, including 11 in Beicai, 7 in Sanlin, and 9 in Zhangjiang; 20 in Tangzhen, 29 in Caolu Town, and 14 in Heqing Town; 11 in Gaodong Town, 1 in Gaoxing Town, 2 in Gaoqiao Town, and 14 in Jinqiao Town; There are 43 buildings in Chuansha Town. Main maintenance facilities: 53655 square meters of bridges, 110944 square meters of connecting slopes, 16273.12 meters of connecting railings, 13497.82 meters of connecting retaining walls, 320 sets of bridge tonnage signs, etc. Bidders participating in this bidding can bid for one package or multiple packages simultaneously, but each bidder can only win one package for the above-mentioned packages. 简要规格描述或项目基本概况介绍、用途：本项目主要内容为桥梁、接坡及其附属设施等的日常维修、巡视及保洁等养护工作。本包件共有桥梁265座，其中大团39座，惠南镇16座，老港24座，祝桥29座、航头32座，新场46座，宣桥50座，周浦16座，康桥13座。主要养护设施量：桥梁38900.25平方米，接坡90153平方米，接坡栏杆17048米，接坡挡墙14353米，桥梁吨位牌514套等。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project: The main content of this project is the daily maintenance, inspection, and cleaning of bridges, slopes, and their ancillary facilities. This package includes a total of 265 bridges, including 39 in Datuan, 16 in Huinan Town, 24 in Laogang, 29 in Zhuqiao, 32 in Hangtou, 46 in Xinchang, 50 in Xuanqiao, 16 in Zhoupu, and 13 in Kangqiao. Main maintenance facilities: Bridge 38900.25 square meters, slope 90153 square meters, slope railing 17048 meters, slope retaining wall 14353 meters, 514 sets of bridge tonnage signs, etc. Bidders participating in this bidding can bid for one package or multiple packages simultaneously, but each bidder can only win one package for the above-mentioned packages. 合同履约期限：本项目一次采购三年有效，合同一年一签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。本项目采购预算所涵盖的服务期限为2026年1月1日至2026年12月31日。

The Contract Period: This project is valid for three years with a one-time procurement, and the contract is signed once a year. After passing the purchaser's assessment each year, the contract is renewed for one year, with a maximum of three years. The service period covered by the procurement budget of this project is from January 1, 2026 to December 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目标项一、标项二专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Objective 1 and Objective 2 of this project are specifically targeted towards purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation; (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；

（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) This project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
