简要规则描述： 本项目为康桥镇农村公路综合养护项目，服务内容包括但不仅限于康桥镇18条农村公路的路基、路面、桥梁、人行道板、护栏、雨水排水设施、绿化、附属设施以及道路等的清扫保洁、经常性保养和修补其轻微损坏部分等；协同采购人及其它相关部门迅速处置应急事件，制定相应的应急预案，除发生不可抗力事件，其它任何情况下必须保持相关设施处于良好的技术状态，实现管养路段各类设施安全良好、规范齐全、通（运）行状况良好。（具体详见第三章采购需求书）
Brief Specification Description: This project is a comprehensive maintenance project of rural roads in Kangqiao Town, and its services include but are not limited to the cleaning, regular maintenance and repair of subgrade, pavement, bridges, sidewalk boards, guardrails, rainwater drainage facilities, greening, ancillary facilities and roads of 18 rural roads in Kangqiao Town. Cooperate with the purchaser and other relevant departments to quickly deal with emergency events and formulate corresponding emergency plans. Except for force majeure events, the relevant facilities must be kept in good technical condition under any other circumstances, so as to achieve good safety, complete specifications and good traffic (transportation) conditions of all kinds of facilities in the managed and maintained sections. (For details, please refer to Chapter III Procurement Requirements)

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求： （3）须系依法设立的法人或非法人组织；
（4）本项目不允许转包。
