二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(c)本项目的特定资格要求：（1）参加此项磋商活动前三年内，在政府经营的采购活动中没有因违反有关法律法规受到刑事处罚；

（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同下的政府采购活动；

（3）其他资质：本次招标接受联合投标，以联合体形式响应的，应当提交联合协议(须严格按照联合体协议书格式填写)，载明联合体各方承担的工作和义务。联合体各方应当共同与采购人签订采购合同，就采购合同约定的事项对采购人承担连带责任。联合体各方在同一采购项目中以自己名义单独响应或者参加其他联合体响应的，相关响应均无效。
