Brief specification description or basic overview of the project: Mainly including special collection of dry garbage, special collection of wet garbage, special collection of kitchen waste, triangular sedimentation tank, routine disposal of garbage roomushing, resident excrement collection in the town area, toxic and harmful garbage collection, public toilets, daily collection and management of expedition points in Xinlu Village, and domestic garbage of enterprises and institutions in the industrial area.

合同履约期限：服务期一年，2026年2月1日起至2027年1月31日止。

The Contract Period: Service period of one year, from February 1, 2026 to January 31, 2027.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" on the national published energy-saving list.2) Policy to encourage energy conservation: In the event of equal conditions in terms of technical and service indicators, priority should be given to the procurement of products included in the national published energy-saving list.

3) Policy to encourage environmental protection: In the event of equal conditions in terms of performance, technical and service indicators, priority should be given to the of products included in the national published environmental protection product list.

4) This project does not accept imported products.

(c)本项目的特定资格要求： 3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

4、本项目不接受联合体形式投标

(c)Specific qualification requirements for this program: 3. Suppliers that meet the requirements of Article 17 of the Guiding Opinions on Docking with International High-Standard Economic and Trade Rules Promoting the Reform of Government Procurement in Pilot Zones (Shang Cai Cai [2024] No. 12) are not allowed participate in the procurement activities of this project.

4. This project does not accept joint bidding.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
