简要规则描述： 项目位于滴水湖西南侧，海港大道与两港大道之间，北至 顺翔路，南至顺运路，西至沪芦高速，东至芦潮引河。项目用地面积约 208060.94 平方米，规划用地性质为 G1 公共绿地。工程主要建设内容为绿化工程、土方工程等。（具体数量及要求详见招标文件工程量清单及图纸。）
Brief Specification Description: The project is located on the southwest side of Dishui Lake, between Haigang Avenue and Lianggang Avenue. Its boundary is defined as follows: the north to Shunxiang Road, the south to Shunyun Road, the west to Hulu Expressway, and the east to Luchao Intake River. The project covers a land area of approximately 208,060.94 square meters, with the planned land use type designated as G1 Public Green Space. The main construction scope of the project includes greening works and earthworks, etc.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
5）本项目不接受进口产品。

(c)本项目的特定资格要求： （3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采(2024)12号)第17条规定的供应商，不得参加本项目的采购活动。
（4）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；
（5）园林绿化施工企业须配备与工程规模相适应的施工现场管理机构人员。本项目的工程规模为：
小型工程1：标段最高限价400万元以下（含400万）的园林绿化工程项目，根据项目实际情况设置，最低应为5人（含）以上，且需包含*园林项目负责人1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1名。
（6）园林绿化施工企业项目负责人须具有园林绿化工程从业人员项目负责人电子卡。
(c)Specific qualification requirements for this program: (3) Suppliers that meet the provisions of Article 17 of Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas by Aligning with International High-standard Economic and Trade Rules (Hu Cai Cai (2024) No. 12) shall not participate in the procurement activities of this project.
(4) The bidder shall be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branch companies are not allowed to participate in the tendering activities in their own name for this project).
(5) A landscaping construction enterprise shall be equipped with on-site management personnel matching the scale of the project. The project scale and personnel requirements are specified as follows:
