简要规格描述或项目基本概况介绍、用途：为继续改善公元三村、和合、双秀、营房、百曲、梓潼、花墙和秀龙等 8 个村夹居内宅村、自建房小区环境卫生状况，根据《浦东新区农村环境综合管理区级奖补资金使用管理实施细则》等相关规定，本项目拟通过公开招标的方式选取一家合格的投标人对康桥镇村夹居环境提供长效管理服务。主要服务内容包括生活垃圾的收集，宅前屋后乱堆物整理，健身点、停车场、公共设施的保洁、维护，村内道路、广场等公共区域的清扫，村内绿化养护，公厕的保洁和维修及设施量外兜底服务等。（具体详见第三章采购需求书）

合同履约期限：本项目一次招标三年有效，合同一年一网签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。本项目采购预算所涵盖的服务期限为12个月，具体以合同签订日期为准。

The Contract Period: This project is valid for three years after one tender, and the contract is signed online once a year. After passing the purchaser's examination every year, the contract will be renewed for one year, with a maximum of three years. The service period covered by the procurement budget of this project is 12 months, which is subject to the signing date of the contract.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially for purchasing small and medium-sized enterprises, and small and medium-sized enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）本项目不允许转包。
