简要规则描述：为加快区域开发，保障镇域内市政及公建配套基础设施建设，满足水系平衡对“水票”的需求，计划实施航西港镇级河道建设。目前，航西港已经启动土地征收工作，计划2026年下半年开工建设。根据规划，航西港实施后，由向阳河至下盐路一条主要的村宅通行道路将被切断，且不具备恢复通行的可能性，对下盐路南侧牌楼村2组、6组、9组的居民出行造成极大的影响。为回应群众关切，牌楼村向我办提出要考虑解决出行问题。经现场多次踏勘，拟通过国土空间管制备案，在下盐路南侧、林海公路西侧区域新建一条南北向水泥道路（牌楼1组村宅路），连通下盐路和鹤楼路，涉及河道通过箱涵和桥梁连接。

Brief Specification Description: According to the plan, after the implementation of Hangxi Port, a primary village road from Xiangyang River to Xiayan Road will be severed and will not be restored, significantly impacting the travel of residents in Groups 2, 6, and 9 of PaiLou Village, located south of Xiayan Road. In response to public concerns, PaiLou Village has requested our office to address the transportation issue. Following multiple on-site inspections, it is proposed to construct a new north-south cement road (PaiLou Group 1 Village Road) south of Xiayan Road and west of Linhai Highway, connecting Xiayan Road and Helou Road, with river crossings facilitated by box culverts and bridges.

合同履约期限：本项目施工工期180日历天，计划开工日期：2026年04月01日（暂定，具体开工日期以采购人通知为准）。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求： 3、本次采购需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书），根据《上海市政府采购供应商登记及诚信管理（暂行）办法》，为已在上海市政府采购网登记入库的供应商；4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动；5、须系我国境内依法设立的法人组织；6、具有市政公用工程施工总承包三级及其以上资质；7、具有建设部门颁发的《安全生产许可证》(有效期内）；8、拟派的项目经理须具有市政公用工程注册建造师二级及其以上资格及有效的安全考核证书；9、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；10、本项目不接受联合体响应。

(c)Specific qualification requirements for this program: 5. It must be a legal entity established within the territory of China in accordance with the law; 6. Having a third level or higher qualification for general contracting of municipal public works construction; 7. Having a valid Safety Production License issued by the construction department; 8. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate; 9. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project; 10. This project does not accept consortium responses.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
