简要规格描述或项目基本概况介绍、用途：按照《上海市城市生活垃圾收运处置管理办法》、《上海市生活垃圾转运、处置设施运营监管办法》（沪绿容规〔2025〕4号）和《生活垃圾转运站技术规范》(CJJ/T47-2016)等要求，本项目拟通过公开的方式，选取一家合格的供应商负责陈行中转站、合庆中转站、高行中转站、高桥中转站和张江中转站的日常运营，将中转站服务范围内的生活垃圾转运至指定的处置场所，做到日产日清，达到环保要求。预计5座中转站日均转运量约为1480吨，9个月转运量约为404040吨。投标报价不超过51,397,500.00元，且陈行中转站、高桥中转站转运单价不得超过150.84元/吨，高行中转站、合庆中转站和张江中转站转运单价不得超过121.45元/吨。（具体详见第三章服务需求书）

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially aimed at purchasing SMEs, and SMEs will not implement price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

2.开标所需携带其他材料：本公司不提供上网网络（WIFI），届时请供应商代表持提交投标文件时所使用的数字证书（CA证书）及备用纸质投标文件前来参加开标，另建议自带无线上网卡及可无线上网的笔记本一台（笔记本电脑应提前确认是否浏览器设置、CA证书管理器下载等，确保和CA证书匹配可以正常登陆上海政府采购网）。
