简要规格描述或项目基本概况介绍、用途： 川杨河生态绿廊品质提升工程（二期）工程范围以耀龙路为起点，自西向东至向阳河，包括川杨河（耀龙路-上南路）南岸长度约2.15公里；川杨河（三林足球公园-东明路）南岸长度约0.59公里；川杨河（杨高南路-南杨小区）南岸长度约1.38公里；川杨河（下南路-博华路）南岸长度约1.00公里；川杨河（鹏岳路-向阳河）南岸长度约4.19公里，实施长度共约9.31公里，沿线涉及三林、北蔡2个镇。设计总面积约469462㎡（以实测为准），规划用地以G1公园绿地、G2防护绿地为主（以实测为准）。本项目主要建设内容包括景观工程（园路及铺装场地改造、城市公园改造、口袋公园改造、绿化调整与提升、地形土方、城市家具与配套工程等）、建（构）筑工程、桥梁工程、水生态工程、电气及照明工程、景观亮化、给排水工程、智慧化工程等。
Brief specification description or basic overview of the project: The scope of the Chuanyang River Ecological Green Corridor Quality Improvement Project (Phase II) starts from Yaolong Road and extends from west to east to the Xiangyang River, encompassing approximately 2.15 kilometers of the southern bank of the Chuanyang River (from Yaolong Road to Shangnan Road); approximately 0.59 kilometers of the southern bank of the Chuanyang River (from Sanlin Football Park to Dongming Road); approximately 1.38 kilometers of the southern bank of the Chuanyang River (from Yanggao South Road to Nanyang Community); approximately 1.00 kilometers of the southern bank of the Chuanyang River (from Xianan Road to Bohua Road); and approximately 4.19 kilometers of the southern bank of the Chuanyang River (from Pengyue Road to the Xiangyang River), The main construction contents of this project include landscape engineering (renovation of garden paths and paved areas, urban park renovation, pocket park renovation, greening adjustment and enhancement.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically targeted at SME procurement, and no price discounts will be applied to SME products during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求： （1）未被“信用中国”（）和中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；
（3）本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (1) Not being included in the list of dishonesty and dishonesty of the people who have been executed, the list of parties involved in major tax violations, and the list of serious illegal and dishonest behaviors in government procurement on "Credit China" () and the Chinese Government Procurement Network (); (2) Different suppliers whose unit heads are the same person or have direct holding or management relationships shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation, or project management, supervision, testing, and other services for this project shall not participate in the procurement activities of this project; (3) This project does not accept consortium bidding.
