简要规则描述： 根据专项债券发行相关要求，财政处需研究项目融资平衡方案，并委托专业机构出具相关咨询报告，主要包括：项目实施方案、项目财务评价报告和项目法律意见书。项目总数量预估为25个。本项目接收联合体报名，联合体数量不得超过3家。
Brief Specification Description: In accordance with the relevant requirements for the issuance of special bonds, the Finance Department shall study the project financing balance scheme and entrust a professional institution to issue relevant consulting reports, mainly including: project implementation plan, project financial evaluation report and project legal opinion. The total number of projects is estimated to be 25. Consortium registration is accepted for this project, and the number of consortia shall not exceed 3.
合同履约期限： 服务周期一年，承接项目后10日历天内交付成果资料
The Contract Period: The service period is one year, and the achievement materials shall be delivered within 10 calendar days after the project is undertaken.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.
(c)本项目的特定资格要求： （1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（2）本次采购接受联合体响应，不允许合同转让与分包；
（3）本项目不专门面向中小企业。
(c)Specific qualification requirements for this program: (1) Different suppliers whose legal representatives are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract. Suppliers that provide overall design, specification formulation, project management, supervision, inspection, and other services for a procurement project shall not participate in other procurement activities of the same project.
(2) Joint bidding is accepted for this procurement. Contract assignment and subcontracting are not allowed.
(3) This project is not exclusively open to small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
