简要规格描述或项目基本概况介绍、用途：为提升陆家嘴街道基础技防设施设备的安全保障能力，构建长效运维机制，需要对陆家嘴街道市新小区等29个老旧现有技防系统提供技术保障。本项目主要对总共829路前端进行升级改造，并根据街道平安建设需求提供完整的网络接入、存储、切换等配套服务，同时接入街道城运平台。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: In order to enhance the security guarantee capabilities of the basic technical security facilities and equipment in Lujiazui Street, and to establish a long-term operation and maintenance mechanism, it is necessary to provide technical support for 29 existing outdated technical security systems in Lujiazui Street, such as the Xinxi Community. This project mainly upgrades and renovates a total of 829 front-end systems, and provides complete network access, storage, switching and other supporting services according to the needs of the street's security construction. At the same time, it connects to the street's city operation platform. (For details, please refer to the procurement requirements in Chapter 3)

合同履约期限：自合同签订之日起6个月内完成系统交付（包含调试运行），服务期为项目验收通过后次日起3年。

The Contract Period: The system shall be delivered (including debugging and operation) within 6 months from the date of contract signing. The service period is 3 years starting from the day after the project is accepted and qualified.

本项目（否）接受联合体投标。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and micro enterprises. During the evaluation process, products from small and medium-sized enterprises do not enjoy price discount benefits.

(2) Support welfare-based units for the disabled and treat them as small and medium-sized enterprises.

(c)本项目的特定资格要求： 1、本项目不允许转包。

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
