简要规则描述： 本工程位于浦东新区，涉及周家渡、上钢新村、北蔡、张江4个街镇。工程范围以黄浦江为起点，自西向东至马家浜，包含川杨河（黄浦江-博华路）北岸长度约7.44公里；川杨河（鹏岳路-五星支路）北岸长度约1.31公里；川杨河（罗山路-哥白尼路）北岸长度约3.12公里；川杨河（向阳河-科学会堂）南岸长度约1.87公里；川杨河（申江路-马家浜）南岸长度约0.63公里，实施总长度共14.37公里，用地面积约57.3公顷（以实测为准）。总投资为：30555万元，其中建安费26347万元。
主要建设内容是:景观工程（城市公园、口袋公园、绿道贯通、景观提升、园路及铺装场地等改造）、建（构）筑物工程、新建桥梁工程、电气及照明工程、给排水工程和智慧化工程。

The project scope starts from Huangpu River and extends from west to east to Majiabang.The main construction content includes landscape engineering (urban parks, pocket parks, greenway connections, landscape enhancement, renovation of garden roads and paving sites, etc.), building (structure) engineering, new b Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 促进中小企业、监狱企业、残疾人福利性单位发展等相关政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies such as mandatory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.
(c)本项目的特定资格要求： （1）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。（3）本项目不接受联合体形式投标。
(c)Specific qualification requirements for this program: (1) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (2) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project. (3) This project does not accept consortium bidding.
