二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□ 不是）专门面向中小企业采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, promotion of small and medium-sized enterprise development, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented. (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (■ Yes □ No) is specifically targeted towards procurement for small and medium-sized enterprises. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises.

(c)本项目的特定资格要求： 1、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

2、其他资格要求：

（1）施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及其以上职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1人。

（2）项目负责人须具有园林绿化工程从业人员项目负责人电子卡，具有园林专业中级及其以上职称，且无在建项目记录。

（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: 1. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; 2. Other qualification requirements: (1) The proposed personnel for the construction site project management organization should be at least 5 people (including), and should include 1 landscaping project leader (intermediate or above professional title in landscaping), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate landscaping green chemical (team leader). (2) The project leader must have the electronic card of the project leader for landscaping engineering practitioners (3) and be a supplier that meets the requirements of Article 17 of the "Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules" (Hu Cai Cai Cai [2024] No. 12).

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
