Brief Specification Description: A total of 21 bridges are involved, with the main construction work including bridge ramp repairs, maintenance and new installation of guardrails, overlaying wear layers, and reconstructing curb stones and side stones. Specific projects include the Hongsheng Road Bridge (Tangzhen), Tangmu Bridge (Tangzhen), Majiabang Grain Warehouse Bridge (Zhangjiang Town), and Zhongxin Road Bridge (Jinqiao Town), among others. The longest single span among these bridges measures 26 meters. (For detailed quantities and specifications, please refer to the bill of quantities and drawings.)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求： (3) 具有公路工程施工总承包三级及其以上资质或市政公用工程施工总承包二级及其以上资质；

(4) 具有安全生产许可证（有效期内）；

(5) 拟派项目负责人具有公路工程专业二级及其以上注册建造师执业资格或市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；

(6) 业绩要求：无；

(7) 其他要求：无。

(c)Specific qualification requirements for this program: (3) Having a third level or above qualification for general contracting of highway engineering construction or a second level or above qualification for general contracting of municipal public works construction; (4) Having a valid safety production license; (5) The proposed project leader shall have a second level or above registered construction engineer qualification in highway engineering or a second level or above registered construction engineer qualification in municipal public works, possess a valid safety production assessment certificate, and have not served as the project leader of any other ongoing construction projects; (6) Performance requirements: none; (7) Other requirements: None.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
