简要规则描述：本项目拟通过公开采购的方式，选取一家合格的供应商，用以提供7座移动公厕，供应商须根据采购人要求将公厕运送到指定地点进行安装调试并交付使用。质保期不少于1年。（具体内容及要求详见磋商文件第三部分—采购需求书）

Brief Specification Description: This project intends to select a qualified supplier through open procurement to provide seven mobile public toilets. The supplier shall transport the toilets to the designated location, install and comission them, and deliver them for use in accordance with the requirements of the procuring entity. The warranty period shall be no less than one year. (For specific details and requirements, ase refer to Part III of the Consultation Document—Procurement Requirements.)

合同履约期限：自合同签订之日起 90 日历天内完成交付使用。

The Contract Period: Completion and delivery for use within 90 calendar days from the date of signing the contract.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：采购项目需要落实的政府采购政策情况：扶持中小企业、促进残疾人就业政策：评审时，小型和微型企业产品享受10%的价格折扣；残疾人福利性单位视同小型、微型企业。

(b)Qualification requirements to be met to implement government procurement policies: Implementation of government procurement policies for the procurement project: Support for small and medium-sized enterprises and promotion of employment for persons with disabilities: During evaluation, ps from small and micro enterprises enjoy a 10% price deduction; welfare units for persons with disabilities are treated as small and micro enterprises.

(c)本项目的特定资格要求：（1）具有依法注册成立的独立法人资格,具备中华人民共和国企业法人营业执照及相应的经营范围，企业营业执照需经年审合格；

（2）未被列入失信被执行人、重大税收违法案件当事人、政府采购严重违法失信行为记录名单的供应商［以在“信用中国”网站（）和中国政府采购网（）查询的提交首次响应文件截止之日前三年内的信用记录为准］。

（3）本项目专门面向中小企业或小型、微型企业采购，如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》

（4）本项目不允许转包；

（5）本项目不接受联合体；

(c)Specific qualification requirements for this program: (1) Possess the qualification of an independently registered legal entity in accordance with the law, hold a Business License for Enterprise Legal Person of the People's Repubof China and the corresponding business scope, and the business license must have passed the annual inspection;

(2) Suppliers not listed as dishonest judgment debtors, parties involved in major tax vioation cases, or on the list of serious illegal and dishonest acts in government procurement [as verified by the credit records within three years prior to the deadline for submission of the first response docunts on the "Credit China" website () and the China Government Procurement Network ()];

(3) This project is specificalor Small and Medium-sized Enterprises (SMEs) or Micro and Small Enterprises. If the bidder is an SME and meets the conditions stipulated in the "Measures for Promoting thevelopment of Small and Medium-sized Enterprises in Government Procurement" (CaiKu [2020] N

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
