Brief Specification Description: Under the guidance of the Lingang New Area Management Committee, the team was responsible for the venue reservation, event planning, creative design, video and MV production, material production, live-streaming promotion, personnel coordination, on-site setup execution, guest services, supplier management, and emergency support for the "Dishui Lake Youth Innovation Talent Conference Project" on May 16,2026.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the compulsory government procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority regions, and restrictions on the procurement of imported products.
(c)本项目的特定资格要求： （1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（2）本次采购不接受联合体响应，不允许合同转让与分包；
（3）本项目仅面向中小企业。
(c)Specific qualification requirements for this program: 本采购项目落实节能产品政府强制采购、环保产品鼓励采购、扶持残疾人福利性单位、扶持中小企业、扶持监狱企业及戒毒康复企业、扶持欠发达地区和少数民族地区、限制进口产品采购等相关政策。
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
