简要规则描述： 提供浦东新区中小学幼儿园重点部位视频实时监控系统前端设备的定期巡检、设备养护、故障维修、备件更换和管理等服务。本项目非专门面向中小企业采购。具体项目内容，采购范围及所应达到的具体要求，以招标文件相应规定为准。
Brief Specification Description: Provide services such as regular inspection, equipment maintenance, fault maintenance, spare parts replacement and management of front-end equipment of video real-time monitoring system for key parts of primary and secondary schools and kindergartens in Pudong New Area. This project is not specifically for small and medium-sized enterprises to purchase. The specific project content, procurement scope and specific requirements to be met shall be subject to the corresponding provisions in the bidding documents.
合同履约期限： 合同签订之日起一年。
The Contract Period: One year from the date of signing the contract.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本次采购若符合政府扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱企业和戒毒企业、强制采购节能产品、鼓励环保产品等政策，将落实相关政策。本项目面向大、中、小、微型企业，事业法人等各类供应商采购；
(b)Qualification requirements to be met to implement government procurement policies: If this procurement conforms to the government's policies of supporting welfare enterprises, promoting the employment of disabled people, supporting small and medium-sized enterprises, supporting prison enterprises and drug rehabilitation enterprises, compulsory procurement of energy-saving products and encouraging environmental protection products, relevant policies will be implemented. This project is for large, medium, small, micro enterprises, public institutions and other suppliers to purchase;
(c)本项目的特定资格要求： 3.1、未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
3.2、单位负责人或法定代表人为同一人，或者存在直接控股、管理关系的不同供应商，不得参加同一包件或者未划分包件的同一项目投标的；
(c)Specific qualification requirements for this program: 3.1It has not been included in the list of persons who have been executed for breach of trust, parties in major tax violation cases, and records of serious illegal and untrustworthy behaviors in government procurement by "Credit China" () and China Government Procurement Network (). 3.2. The person in charge or legal representative of the unit is the same person, or different suppliers with direct holding and management relations may not participate in the bidding of the same package or the same project without package division;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
