Brief Specification Description: This project mainly focuses on improving the water quality in the Yanmaotang section (between Bai Lianjing and High-tech West Road), with a river section length of 1,043 meters. The main implementation contents include 10,045 square meters of water ecological restoration, installation of IoT sensing equipment for water quality monitoring and biodiversity monitoring, etc. (The specific quantities and requirements can be found in the engineering quantity list and drawings.)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory purchase of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, promotion of the development of small and medium-sized enterprises, and support for prisons and rehabilitation enterprises, the relevant policies will be implemented. (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises.

(c)本项目的特定资格要求：（1）从事城市园林绿化项目的施工企业，应持有效的营业执照。

（2）需具备中华人民共和国住房和城乡建设部颁发的施工总承包水利水电工程三级及其以上资质。

（3）具有安全生产许可证（有效期内）。

（4）项目负责人资格要求(园林绿化):需具有园林专业中级及以上职称。

（5）施工现场项目管理机构拟派人员配备要求：最低应为5人(含)以上，且需包含*园林项目负责人、安全员、质量员、材料员、中级园林绿化工(班组负责人)各1名。

备注：（1）*岗位不得同时兼任二个及以上项目；

（2）本磋商文件所涉及从业人员的园林专业是指:园林(园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；

(c)Specific qualification requirements for this program: (1) Construction enterprises engaged in urban landscaping projects must hold valid business licenses.

(2) They must possess the construction general contracting qualification for water conservancy and hydropower projects at level three or above, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.

(3) They must have a safety production license (valid within the period).

(4) Qualification requirements for project managers (landscaping): They must have a mid-level or above professional title in landscape design.

(5) Requirements for the staffing of the project management team at the construction site: The minimum number should be 5 or more (including), and it must include 1 person each for the project leader in landscaping, safety officer, quality inspector, material inspector, and a mid-level landscape gardener (team leader).
