二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本次采购执行政府强制采购节能产品、鼓励环保产品、支持中小微企业、绿色和创新、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区、规范进口产品采购、执行本国产品标准等各项政府采购相关政策(以最新的已生效政策为准)《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。
(b)Qualification requirements to be met to implement government procurement policies: This procurement process implements various government procurement policies, including mandatory energy-saving product procurement, promotion of eco-friendly products, support for small and medium-sized enterprises, green innovation initiatives, employment facilitation for persons with disabilities, assistance to prisons and rehabilitation facilities, aid to underdeveloped regions and ethnic minority areas, standardized import product procurement, and adherence to domestic product standards (subject to the latest effective policies). The "Declaration Letter from Welfare Institutions for Persons with Disabilities" will be publicly disclosed in the bid award announcement upon successful bid acceptance to ensure social oversight. Any discrepancies between the submitted declaration letter and factual circumstances will result in legal liabilities pursuant to Article 77(1) of the Government Procurement Law of the People's Republic of China.
(c)本项目的特定资格要求： 1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
3）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
4）具备建设行政主管部门颁发的《建筑机电安装工程专业承包》三级及以上资质，且安全生产许可证在有效期内；
5）拟派项目负责人必须具备机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；
6）本项目面向大、中、小、微型企业，事业法人等各类供应商采购（但不接受公益一类事业单位投标，若为事业单位，应提供本单位为非公益一类事业单位的证明材料或承诺书）。
(c)Specific qualification requirements for this program: I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）Possess a Grade III or higher qualification for "Specialized Contracting of Building Mechanical and Electrical Installation Projects" issued by the construction administrative authority, with a valid work safety license;
4) The designated project manager must hold a Grade II or higher registered constructor qualification in mechanical and electrical engineering and possess a valid work safety assessment certificate.
