简要规则描述：为深入贯彻《上海市雨污混接普查和整治工作方案》相关部署以及严格落实上海市雨污混接普查和整治技术导引要求，按时完成区域内相关住宅小区排水设施排查溯源、测绘及数据入库任务，确保顺利通过雨污混接达标验收，本项目拟通过竞争性磋商的方式，选取一家合格的供应商负责唐镇住宅小区雨污混接溯源排查工作。（具体详见第三章采购需求书）

Brief Specification Description: In order to thoroughly implement the relevant deployment of the Work Plan for General Survey and Remediation of Mixed Rain and Sewage in Shanghai, strictly implement the technical guidance requirements for general survey and remediation of mixed rain and sewage in Shanghai, complete the tasks of tracing, mapping and data storage of drainage facilities in relevant residential quarters in the region on time, and ensure the successful acceptance of mixed rain and sewage, this project intends to select a qualified supplier to be responsible for the tracing of mixed rain and sewage in Tang Zhen residential quarters through competitive negotiation. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：自项目合同签订之日起至2026年12月底完成。

The Contract Period: From the date of signing the project contract to the end of December 2026.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially designed for the procurement of SMEs, and SMEs do not implement price discounts during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（3）供应商须具备自然资源主管部门颁发且在有效期内的乙级或以上测绘资质证书，专业范围为工程测量；

（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) The supplier must have a Class B or above surveying and mapping qualification certificate issued by the competent department of natural resources and within the validity period, and the professional scope is engineering surveying; (4) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (), China Government Procurement Network () ;
