简要规则描述：本工程主要包括19个路段上的污水管道，管道检测总长度28063.5m，分布在滴水湖核心区（原主城区）、新兴产业片区、先进智造片区这三个片区。本次拟采购项目CCTV检测。（具体详见第三章采购需求书）

Brief Specification Description: This project mainly involves 19 sections of sewage pipelines, with a total pipeline inspection length of 28,063.5 meters. They are distributed in the core area of Dihu Lake (the original main urban area), the emerging industry zone, and the advanced manufacturing zone. The proposed procurement project is CCTV inspection. (For details, please refer to Chapter 3 of the procurement requirements document.)

合同履约期限： 5个日历天，具体以合同签订日期为准。

The Contract Period: Five calendar days, subject to the date of contract signing.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project (■Yes □No) is specifically for procurement by small and medium-sized enterprises. During the evaluation process, the products of small and medium-sized enterprises do not enjoy price discount benefits. (2) Support welfare units for the disabled and treat them as micro and small enterprises;

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；

（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；

（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Compliant with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (2) Not included in the list of "Credit China" () or the China Government Procurement Network () for individuals who have been listed as dishonest executors, major tax violation subjects, or those with serious illegal records in government procurement; (3) Must be a legal person or unincorporated organization established within the territory of China (this project does not accept subsidiaries to participate in the procurement activities on their own behalf); (4) This project does not allow subcontracting.

1.磋商所需携带其他材料：本公司不提供上网网络（WIFI），届时请供应商代表持提交首次响应文件时所使用的数字证书（CA证书）及备用纸质响应文件前来参加磋商，另请自带无线上网卡及可无线上网的笔记本一台（笔记本电脑应提前确认是否浏览器设置、CA证书管理器下载等，确保和CA证书匹配可以正常登陆上海政府采购网）。
