二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 本项目专门面向中小企业，促进中小企业发展、促进残疾人就业。

(c)本项目的特定资格要求： （1）未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。（3）具备建设部颁发的市政公用工程施工总承包资质三级及其以上资质；（4）项目经理须具备市政公用工程专业注册建造师二级及其以上资格；（5）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。
(c)Specific qualification requirements for this program: (1) Not listed as dishonest persons subject to enforcement or major tax violation cases on “Credit China” () or China Government Procurement Network (), nor listed for serious illegal and dishonest behavior in government procurement. (2) Suppliers with the same legal representative or those having direct controlling or management relationships shall not participate in the same government procurement activities under the same contract; suppliers providing overall design, specification preparation, or project management, supervision, testing, and other services shall not participate in other procurement activities of the same procurement project. (3) Possess Level 3 or above municipal public works general contracting qualifications issued by the Ministry of Housing and Urban-Rural Development. (4) The project manager must hold Level 2 or above registered constructor qualification in municipal public works. (5) This project is open to small, medium, an
