二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。
(b)Qualification requirements to be met to implement government procurement policies: Policies on mandatory procurement of energy-saving products and environmentally certified products, policies encouraging energy conservation, policies encouraging environmental protection, policies supporting small and medium-sized enterprises, policies supporting the development of prison enterprises, policies for welfare-oriented units for the disabled, and policies promoting the purchase of domestic products.
(c)本项目的特定资格要求： （1）本次磋商需要网上磋商，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）从事城市园林绿化项目的施工企业，应持有效的营业执照；
（3）园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》或上海市园林绿化工程从业人员项目负责人电子信息卡，并具有园林专业中级及以上职称；
（4）报名截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This negotiation requires online consultation, and suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate); (2) Construction enterprises engaged in urban landscaping projects should hold a valid business license; (3) The project leader of landscaping construction enterprises must possess a "Certificate of Qualified Project Leader for Landscaping Construction Enterprises in Quality and Safety Production Assessment" or an electronic information card for project leaders of Shanghai landscaping engineering practitioners, and have a professional intermediate or higher title in landscape architecture; (4) There must be no adverse behavior records in government procurement activities within three years prior to the registration deadline; (5) The company's assets are in good condition, and it has the necessary equipment to fulfill the contract; it pays taxes and social security funds in accordance with the law
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
