2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

（3）园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》或上海市园林绿化工程从业人员项目负责人电子信息卡，并具有园林专业中级及以上职称；
（4）报名截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This negotiation requires online negotiation, and suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate); (2) Construction enterprises engaged in urban landscaping projects should hold a valid business license; (3) The project leader of a landscaping construction enterprise must possess a "Landscaping Construction Enterprise Project Leader Quality and Safety Production Assessment Qualification Certificate" or a Shanghai Electronic Information Card for Landscaping Engineering Practitioners as a Project Leader, and have a professional intermediate or higher title in landscape architecture; (4) There must be no adverse behavior records in government procurement activities within three years prior to the registration deadline; (5) The company's assets are in good condition, and it has the necessary equipment to fulfill the contract; it pays taxes and social security funds in accordance with the law
