Brief specification description or basic overview of the project: This package mainly provides daily operation, maintenance and upkeep services for landscape lighting facilities at 53 locations including 38 cross-river bridges such as Chunlian River Bridges, the lakeside landscape belt and light festival facilities. The scope includes routine maintenance, holiday lighting programming and operation management of centrally controlled facilities, etc. For details, please refer to the Procurement Requirements.

Brief specification description or basic overview of the project: This package mainly provides daily operation, maintenance and upkeep services for landscape lighting facilities of 15 buildings (including the control center) such as Chengtou Building in the Lin-gang Special Area. The scope includes routine maintenance, holiday lighting programming and operation management of centrally controlled facilities, etc. For details, please refer to the Procurement Requirements.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目第1包专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》;根据《政府采购促进中小企业发展办法》等规定，本项目第2包专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》;

(b)Qualification requirements to be met to implement government procurement policies: In accordance with the Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement and other relevant provisions, this project is exclusively reserved for small and medium-sized enterprises (SMEs). SMEs shall submit the Declaration Letter of Small and Medium-sized Enterprises as required.

(c)本项目的特定资格要求：（2）本项目不接受联合投标。

(c)Specific qualification requirements for this program: Consortium bidding shall not be accepted for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（）、中国政府采购网（）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
