简要规则描述：对书院港、洋溢港、新东3号以及新东45号河道开展岸坡环境改造提升工作，涉及河道长度约4750米。建设内容主要为岸坡整理、绿化补植及部分河道护岸结构增设等工作。

Brief Specification Description: In order to cooperate with the establishment of the rural revitalization demonstration village in Xinbei Village, continuously improve the rural living environment and enhance the overall environmental features and ecological quality along the river. In view of the disorder of river bank slope, bare soil and other problems, it is planned to make efforts to build a wenyun water town with clear water, green shore, beautiful scenery and livable scenery through measures such as cleaning up bank slope, greening and beautifying, and fully demonstrating the characteristics of Xinbei Village. Renovation and upgrading of bank slope environment will be carried out for Shuyuan Port, Yangyang Port, Xindong No.3 and Xindong No.45 rivers, involving a river length of about 4,750 meters. The construction contents mainly include bank slope consolidation, greening and replanting, and the addition of bank protection structures in some rivers.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1）鼓励节能政策；2）鼓励环保政策； 3）扶持中小企业、促进残疾人就业政策，监狱企业、残疾人福利性单位视同小型、微型企业。 4）本项目不接受进口产品

(b)Qualification requirements to be met to implement government procurement policies: 1) Encourage energy-saving policies; 2) Encourage environmental protection policies; 3) The policy of supporting small and medium-sized enterprises and promoting the employment of the disabled, prison enterprises and welfare units for the disabled are regarded as small and micro enterprises. 4) Imported products are not accepted in this project.

(c)本项目的特定资格要求： 3、投标人具备建设部颁发的水利水电工程施工总承包三级及其以上资质；

4、项目负责人具备水利水电工程二级及以上注册建造师执业资格。

(c)Specific qualification requirements for this program: 3. The bidder has the qualification of Grade III and above for general contracting of water conservancy and hydropower projects issued by the Ministry of Construction; 4, the person in charge of the project has the qualification of registered construction engineer of water conservancy and hydropower engineering level 2 or above.
