简要规格描述或项目基本概况介绍、用途： 中国（上海）自由贸易试验区保税区域一体化信息管理服务平台（一期）项目通过广泛汇聚各类政务管理、口岸监管以及企业运营等数据资源，利用数字化解决方案，切实提高了区域管理、监管协同、政企互动效率，驱动区域功能创新、经济发展，进一步提升了区域能级。本项目需对已有系统提供必要运行维护，以保障系统平稳高效安全运行，强化安全保障、风险防控能力，提升运维服务水平。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: The project of China (Shanghai) Pilot Free Trade Zone Bonded Area Integrated Information Management Service Platform (Phase I) has effectively improved the efficiency of regional management, supervision coordination and government-enterprise interaction, driven regional functional innovation and economic development, and further enhanced the regional energy level by widely gathering various data resources such as government administration, port supervision and enterprise operation. This project needs to provide necessary operation and maintenance for the existing system, so as to ensure the stable, efficient and safe operation of the system, strengthen the ability of safety guarantee and risk prevention and control, and improve the service level of operation and maintenance. (See Chapter III Service Requirements for details)
合同履约期限： 本项目服务期限为自2026年9月17日起一年。
The Contract Period: The service period of this project is one year from September 17th, 2026.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises, and small and micro enterprises enjoy 10% price discount during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求： （3）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
