简要规则描述： 本项目以满足教育单位安全性、功能性需求为出发点，通过对校舍的整体维修，最大限度解决校舍安全隐患、满足教育教学工作的使用需求，保障教育教学相关工作的正常开展。维修内容主要包含房屋的内外墙、屋面、楼地面、门窗、厕所、照明、楼梯、围墙、电力工程、给排水、室外总体、消防设施等。（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）
Brief Specification Description: This project is based on meeting the safety and functionality requirements of educational institutions. Through comprehensive maintenance of school buildings, it aims to address safety hazards and meet the usage needs of educational activities, ensuring the normal conduct of related educational work. The maintenance content mainly includes the interior and exterior walls, roof, floor, doors and windows, toilets, lighting, stairs, fences, power engineering, water supply and drainage, outdoor overall facilities, and fire protection facilities, etc. (For specific work contents and requirements, please refer to the competitive negotiation documents, engineering quantity list and drawings.)

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目不是专门面向中小企业采购，评审时小型和微型企业享受3%的价格折扣。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Reserved share measures to increase SME participation in government procurement: This project is not exclusively reserved for SMEs. Small and micro enterprises receive a 3% price discount during evaluation. (2) Prison enterprises and welfare units for persons with disabilities are treated as small and micro enterprises. (3) Priority procurement of energy-efficient and eco-friendly products: Where technical and service indicators are equivalent, priority procurement applies to products in the catalogs per Ministry of Finance Cai Ku [2019] No. 18 and No. 19; mandatory procurement applies to products marked “★” in the energy-efficient catalog. Suppliers must provide valid certificates from nationally designated certification bodies. (4) Domestic products only: Imported products are not accepted.
(c)本项目的特定资格要求： 1)供应商应具备以下施工资质：中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；
2)具有安全生产许可证（有效期内）；
3)拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4)业绩要求：无；
5)其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。
6)本项目不允许转包。
(c)Specific qualification requirements for this program: 1) The supplier should possess the following construction qualifications: a construction general contracting qualification for building projects at level three or above issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; 2) Have a safety production license (valid within the validity period); 3) The project manager to be dispatched should have a registered construction engineer qualification for construction projects at level two or above in the field of architecture, possess a valid safety production assessment certificate, and not be serving as the project manager of any other ongoing construction projects; 4) Performance requirements: None; 5) Other requirements: Units that are currently prohibited by government administrative departments from participating in government procurement activities are not allowed to compete in this project. 6) Subcontracting is not permitted for this project.
